Through the spread of the COVID-19 pandemic, the aviation industry was hit the hardest amongst others due to strict measures enforced by the public authorities and eventually, slump in demand amongst passengers. Whilst aviation was quoted as “an amazing industry” and “freedom” prior to COVID-19, with the surge of the pandemic, the industry has experienced a rapid slowdown and been dragged into a tremendous freeze. Many airlines have faced with bankruptcy, whereas others have been required to take precautionary measures or resort to state aids. Almost all of the international aviation authorities have drafted several guidelines and rules for the concerned actors of the industry in an effort to shed a light on prospective measures which may frustrate the economical downfall and boost the mobility overall.

In consideration of the global stance, aviation industry has always been one of the cornerstones of Turkish economy undeniably owing to its actors having substantial influence on the transnational market according to the reports and statistics published by both international and national aviation authorities. To resolve the queries and silence the anxiety in the industry, Turkish government also has provided guidelines and made amendments to laws touching numerous issues including but not limited to passenger rights, travel agencies, employment and tax regulations.
