The Regulation on Duties Regarding Chemical, Biological, Radiological, and Nuclear Threats and Hazards (“Regulation”) has recently entered in force in Turkey aiming to prevent or minimize the damage to human health and the environment against chemical, biological, radiological, and nuclear (“CBRN”) threats and hazards that may occur within borders or abroad having impact on homeland security matter. The Regulation requires the authorities including but not limited to ministries, NGOs, military organizations to collaborate while fulfilling their duties and responsibilities.
Responsibilities of the State Actors
Each ministry has been assigned to take necessary actions in order to prevent CBRN threats and hazards that are under coordination of the Ministry of Interior. The Disaster and Emergency Management Presidency (“AFAD”) which is affiliated to Ministry of Interior takes operational roles. Besides its, AFAD is also assigned to take active role in combat against CBRN threats from abroad.
As the CBRN constitutes a crucial segway to national security, the Ministry of National Defense is assigned to conduct certain roles and tasks such as to share intelligence exchange with the Ministry of Interior or with other ministries where required. Ministry of National Defense has also substantial role in training on CBRN threats.
The governorships shall assist to other government bodies in combat against CBRN threats for matters including but not limited to tasks related to public announcement, coordination with law enforcement, awareness activities, search and rescue and evacuation, etc. in their cities through Provincial Disaster and Emergency Directorates affiliated to governorships and to observe and to implement the rules in this regard The Provincial Agriculture and Forestry Directorate affiliated to governorships is also assigned for certain tasks. Accordingly detection and monitoring of the short and long-term environmental impacts of CBRN incidents and to analyzes the samples of environmental elements should be carried out by The Provincial Agriculture and Forestry Directorate
Responsibilities of the Non-State Actors
Non-state actors, which are NGOs, press and broadcasting organizations are categorized under 4 headings depending on their duties and responsibilities. Accordingly they are assigned :To support the provision of temporary accommodation and food security and proper nutrition needs that may arise during evacuation, to co-work with Provincial Disaster and Emergency Directorates, and to inform about CBRN threats where there is an incident.
