Presidency of Defense Industries of Turkey (“SSB”) has prepared its RFP for the Autonomous Surface Vehicle Procurement Project on August 4, 2021.
Within the scope of the project, it has been announced that two autonomous vehicles will be procured for the needs of the Turkish Naval Forces Command, one of which is the Port and Harbor Defense Vehicle, and the other is the Surface Combatant Vehicle.
With the RFP, along with the procurement announcement, the SSB also explained the pre-qualification requirements for the companies that will bid in the tender. In this context, it has been stated that the companies that will bid in the tender must have a valid "Facility Security Certificate" and at least ISO 9001: 2015 Quality Assurance Certificate. In addition, it was explained that the companies interested in the project should have demonstrated their autonomous vehicle capability to the SSB about obstacle avoidance, route tracking, and navigation by using a surface vehicle and a software developed with domestic and national resources, until August 15, 2021. Although it was stated by the SSB that RFP will not be provided to contractor candidate officers who do not have these documents or cannot submit the original documents while receiving the RFP, it has also been explained that companies, institutions, and organizations that do not obtain the RFP will not be able to bid for the Autonomous Surface Vehicle Procurement. In addition, the RFP value was determined by the SSB as TRY 50,000.00- and it has been announced that the RFP can be obtained from the Naval Platforms Department of SSB until 16.00 on August 20, 2021.
Finally, it has been stated that the SSB is completely free to whether accept or decline a bid, to evaluate a bid or not, to request new bids, or reject one, some, or all the bids, or cancel the tender without assuming any obligation. The deadline for submitting bids is announced as September 6, 2021, at 16:00.
