With the recent Presidential Decree numbered 3098 and dated October 21, 2020, Turkey added Jamal Hussein Hassan Zeiniye, a Syrian citizen to ISIL (Da'esh) and Al-Qaida Sanctions List
United Nations Security Council’s (“UNSC”) resolutions numbered 1267 (1999), 1988 (2011), and 1989 (2011) were adopted to highlight the threats to international peace and security caused by terrorist acts and encouraged member states to list the individuals, groups, undertakings and entities participating, by any means, in the financing or support of acts or activities of ISIL (Da'esh) and Al-Qaida, and other individuals, groups, undertakings and entities associated with it.
As a response to said resolutions of UNSC, Turkey established “ISIL (Da’esh) and Al-Qaida Sanctions List” with the cabinet decree numbered 2013/5428 and dated October 13, 2013. This cabinet decree enumerated the names of individuals, groups, undertakings, and entities participating and supporting the acts or activities of ISIL (Da'esh) and Al- Qaida, and other individuals, groups, undertakings, and entities associated with it. It also established that, the assets of those on the ISIL (Da'esh) and Al-Qaida Sanctions List were frozen.
