As the COVID-19 outbreak continues to affect daily life, the use of technology in training schemes have become more popular than ever. Currently, people all around the world are seeking alternative training methods that allow them to sustain regular training schedules. Apparently a similar tendency also comes into existence in terms of military training.
Presidency of Defense Industries (“DFI”) recently published a procurement notice for the Land Forces Simulation Systems (“KARASIM”) Project. KARASIM is projected to train military personnel through infantry rifle, turret, and designated marksman rifle shooting simulators. The DFI aims to increase efficiency in military training and reduce the training costs by using simulations instead of real weapons and ammunition. In addition, KARASIM is also expected to enhance the ability to continue military training uninterruptedly. After all, simulated training may help to get over from negative conditions such as adverse weather.
The details of KARASIM procurement are stipulated as per the request for proposal (“RP”) which may be acquired from the DFI till 4th of May. The fee for the RP is TRY 15,000.00 (fifteen thousand). Defense contractors will be able to place a bid for the procurement until July 10, 2020.
Who may apply?
KARASIM procurement is conducted under the Law on Certain Regulations Regarding Defense Industry numbered 3238. The procurement is open only for Turkish defense industry companies. Turkish companies are required to have at least 5 years’ experience in manufacturing or developing training simulators in the defense industry. Applicants should also operate with more than 50 personnel in order to be considered eligible for the procurement. The DFI requests documentary proof for business experience and personnel number to reach out for a consideration in this respect.
What are the requirements?
Principally, defense contractors should submit their manufacturing license in order to receive the RP. The manufacturing license is an authorization for manufacturing defense-related goods and services. The license is issued by the Technical Services Department on behalf of the Ministry of National Defense subject to the approval of the Ministry of Industry and Technology.
Considering the fact that certain confidential information may be shared as part of the procurement process, applicants should have a valid facility security clearance. Besides, the individuals whom will receive such information must also be holding a personal security clearance. Both documents are issued by Ministry of National Defense.
In addition to the above-said documents, applicants should provide the original certificate of authorization and a notarized representation certificate for their authorized personnel to receive the RP. Those certificates should include personal information regarding the holder of the certificates and the content of the authorization.
