{"id":1634,"date":"2014-11-01T00:00:00","date_gmt":"2014-11-01T00:00:00","guid":{"rendered":"https:\/\/herdemlaw.com\/?p=1634"},"modified":"2025-04-06T14:52:33","modified_gmt":"2025-04-06T14:52:33","slug":"portable-electronic-devices-are-allowed-at-turkish-airline-companies","status":"publish","type":"post","link":"https:\/\/herdemlaw.com\/tr-tr\/kesfetmek\/portable-electronic-devices-are-allowed-at-turkish-airline-companies\/","title":{"rendered":"T\u00fcrk Havayolu \u015eirketlerinde Ta\u015f\u0131nabilir Elektronik Cihazlara \u0130zin Verildi"},"content":{"rendered":"<p>Avrupa Havac\u0131l\u0131k Emniyeti Ajans\u0131'n\u0131n (\"EASA\") 26 Eyl\u00fcl 2014 tarihinde elektronik cihazlar\u0131n u\u00e7u\u015f boyunca \"A\u00e7\u0131k\" ve \"Ba\u011fl\u0131\" kalmas\u0131na izin verdi\u011fini a\u00e7\u0131klamas\u0131n\u0131n ard\u0131ndan, T\u00fcrk havayolu \u015firketleri taraf\u0131ndan T\u00fcrkiye Sivil Havac\u0131l\u0131k Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc'n\u00fcn (\"SHGM\") bu konuda bir k\u0131lavuz yay\u0131nlamas\u0131 bekleniyordu.<\/p>\n<p>SHGM, beklendi\u011fi \u00fczere, 31 Ekim 2014 tarihinde ta\u015f\u0131nabilir elektronik cihazlar\u0131n kullan\u0131m\u0131na ili\u015fkin kurallar\u0131 belirleyen bir k\u0131lavuz yay\u0131nlad\u0131 ve web sitesinde yay\u0131nlad\u0131.<\/p>\n<p>Buna g\u00f6re, u\u00e7akta ta\u015f\u0131nabilir elektronik cihazlar\u0131n kullan\u0131m\u0131na izin vermeden \u00f6nce, operat\u00f6rler bu cihazlar\u0131n u\u00e7ak operasyonunun g\u00fcvenli\u011fi \u00fczerinde herhangi bir etkisi olmad\u0131\u011f\u0131ndan emin olmal\u0131d\u0131r. \u0130\u015fletmeci, ta\u015f\u0131nabilir elektronik cihazlar\u0131n u\u00e7a\u011f\u0131n elektronik sistemleri, donan\u0131m\u0131 ve \u00f6zellikle iletim ve ileti\u015fim sistemleri \u00fczerinde herhangi bir etkisi olmad\u0131\u011f\u0131ndan emin olmal\u0131d\u0131r. Ta\u015f\u0131nabilir elektronik cihazlar\u0131n kullan\u0131m ko\u015fullar\u0131n\u0131n de\u011ferlendirilmesinde, u\u00e7a\u011f\u0131n farkl\u0131 yerlerinde (yolcu alanlar\u0131, kokpit, u\u00e7u\u015f s\u0131ras\u0131nda eri\u015filemeyen yerler) farkl\u0131 etkilerin ortaya \u00e7\u0131kma olas\u0131l\u0131\u011f\u0131 g\u00f6z \u00f6n\u00fcnde bulundurulmal\u0131d\u0131r. \u0130\u015fletmecilerin, ilgili hava arac\u0131 tipi ve hava ko\u015fullar\u0131n\u0131 belirleyerek ta\u015f\u0131nabilir elektronik cihazlar\u0131n kullan\u0131m s\u00fcresini kesin olarak tan\u0131mlamalar\u0131 ve yolcular\u0131 \u00f6nceden bilgilendirmeyi ama\u00e7layan ileti\u015fim kanallar\u0131 arac\u0131l\u0131\u011f\u0131yla duyurmalar\u0131 gerekmektedir. \u0130\u015fletmecilerin ayr\u0131ca, bu t\u00fcr cihazlar\u0131n kullan\u0131m ko\u015fullar\u0131n\u0131 de\u011ferlendiren ve u\u00e7a\u011f\u0131n bu t\u00fcr cihazlar\u0131n a\u00e7\u0131k oldu\u011fu durumlarda g\u00f6nderdi\u011fi sinyallerden etkilenmemesini sa\u011flayan bir prosed\u00fcr geli\u015ftirmeleri gerekmektedir. Bu prosed\u00fcr, bu t\u00fcr cihazlar\u0131n kullan\u0131m ve muhafaza ko\u015fullar\u0131 hakk\u0131nda t\u00fcm detaylar\u0131yla birlikte verilecek brifinglerden olu\u015facak \u015fekilde tamamen i\u015fletmecinin inisiyatifinde olmal\u0131 ve t\u00fcm m\u00fcrettebat ile yer personeline e\u011fitim verilmelidir.  \u0130\u015fleticiler, ta\u015f\u0131nabilir elektronik cihazlar\u0131n kullan\u0131m\u0131na ili\u015fkin t\u00fcm hususlar\u0131 belirten k\u0131lavuzlar sa\u011flamad\u0131k\u00e7a ve bu t\u00fcr cihazlar u\u00e7u\u015f s\u0131ras\u0131nda herhangi bir riskten ka\u00e7\u0131nmak i\u00e7in sabit olarak kullan\u0131lmad\u0131k\u00e7a, ta\u015f\u0131nabilir elektronik cihazlar\u0131n kullan\u0131m\u0131na izin verilmez. Ancak ta\u015f\u0131nabilir bir elektronik cihaz\u0131n sabit olarak kullan\u0131lmas\u0131 yeterince garip g\u00f6r\u00fcnmektedir ve b\u00f6yle bir d\u00fczenlemenin amac\u0131 ak\u0131llarda soru i\u015faretleri yaratmak i\u00e7in \u00f6nerilmi\u015ftir. \u0130\u015fletmecilerin ayr\u0131ca, g\u00fc\u00e7 tedarik\u00e7ilerini ta\u015f\u0131yan yolculara talimat kartlar\u0131 vermeleri ve taksi, kalk\u0131\u015f, yakla\u015fma, ini\u015f, anormal ve acil durumlarda t\u00fcm ta\u015f\u0131nabilir elektronik cihazlar\u0131n g\u00fc\u00e7 \u00fcnitelerinden \u00e7\u0131kar\u0131lmas\u0131n\u0131 ve kapat\u0131lmas\u0131n\u0131 sa\u011flamalar\u0131 gerekmektedir. Risk de\u011ferlendirme prosed\u00fcr\u00fcn\u00fcn bir par\u00e7as\u0131 olarak, i\u015fletmecilerin g\u00fcvenli\u011fe y\u00f6nelik tehditleri belirlemeleri ve sistem ve donan\u0131m \u00fczerindeki ortak riskleri y\u00f6netmek i\u00e7in prosed\u00fcrleri uygulamalar\u0131 gerekmektedir.  Ta\u015f\u0131nabilir elektronik cihazlar\u0131n u\u00e7u\u015fun farkl\u0131 yerlerinde ve a\u015famalar\u0131nda, t\u00fcrb\u00fclans s\u0131ras\u0131nda kullan\u0131m\u0131, uygun \u015fekilde muhafaza edilmesi, tahliye s\u0131ras\u0131ndaki riskler, yolcular\u0131n itaatsizli\u011fi ve pil yang\u0131nlar\u0131 risk de\u011ferlendirmesinde dikkate al\u0131nmal\u0131d\u0131r. Ta\u015f\u0131nabilir elektronik cihazlar\u0131n kullan\u0131m\u0131na ili\u015fkin kural ve standartlar\u0131 tan\u0131mlayan ve her bir hava arac\u0131 tipine \u00f6zg\u00fc yolcu g\u00fcvenli\u011fi talimat kartlar\u0131n\u0131n da u\u00e7aklara yerle\u015ftirilmesi gerekmektedir. \u0130\u015fletmeciler ayr\u0131ca, ta\u015f\u0131nabilir elektronik cihazlar\u0131n kullan\u0131m\u0131ndan kaynaklanan kar\u0131\u015f\u0131kl\u0131\u011fa veya emniyet ve g\u00fcvenlik ihlaline neden olabilecek durumlar i\u00e7in kokpit ve kabin ekibi aras\u0131nda uygun ve etkili koordinasyon i\u00e7in tutarl\u0131 ve adil bir yakla\u015f\u0131mla standartlar\u0131 belirlemelidir.  Emniyet uygulamalar\u0131n\u0131 etkileyen olaylar ve \u015f\u00fcpheli durumlar gecikmeksizin rapor edilmeli ve operat\u00f6rler \u015f\u00fcpheli cihaz\u0131n marka ve modelini, olay an\u0131n\u0131 ve hava arac\u0131ndaki konumunu tan\u0131mlayarak teknik inceleme s\u00fcrecine yard\u0131mc\u0131 olmal\u0131d\u0131r.  Ta\u015f\u0131nabilir elektronik cihazlar\u0131n kullan\u0131m\u0131na ili\u015fkin kurallar yolcular emniyet kemerlerini ba\u011flamadan \u00f6nce duyurulmal\u0131 ve yolcular\u0131n m\u00fcrettebat taraf\u0131ndan verilen talimatlara uymas\u0131 gerekti\u011fi a\u00e7\u0131k\u00e7a belirtilmelidir. M\u00fcrettebat ayr\u0131ca bagaj i\u00e7i cihazlar\u0131n u\u00e7u\u015f s\u0131ras\u0131nda kapal\u0131 olmas\u0131ndan da sorumlu tutulmaktad\u0131r. Fiziksel i\u015flevi desteklemek amac\u0131yla kullan\u0131lan t\u0131bbi cihazlar\u0131n her zaman kullan\u0131lmas\u0131na izin verilir ve k\u0131lavuz bu t\u00fcr cihazlar\u0131n kapat\u0131lmas\u0131na gerek olmad\u0131\u011f\u0131n\u0131 belirtir.
